Overview

Picking up the word whoever from v. 11, Paul declares that ethnic distinctions no longer determine access to salvation. The one Lord is Lord of all and is rich in mercy toward everyone who calls on him in faith. This universal offer flows from the universal need for righteousness (chapters 1-3) and the sufficiency of Christ's work. The gospel unites Jew and Gentile in one saved people.
