Quick answer

The oracle now addresses the nomadic Arab tribes of Kedar and Hazor, whom Nebuchadnezzar will strike. God commands the attack on the people of the east.

Overview

Kedar and the kingdoms of Hazor were Arabian desert peoples who seemed remote and secure. Yet God directs Babylon's king to destroy them, showing that even distant, tent-dwelling nations are under His rule. No people lie outside the reach of the LORD's sovereign justice (Acts 17:26).
