Kedar and the kingdoms of Hazor were Arabian desert peoples who seemed remote and secure. Yet God directs Babylon's king to destroy them, showing that even distant, tent-dwelling nations are under His rule. No people lie outside the reach of the LORD's sovereign justice (Acts 17:26).
