Quick answer
God longs that Israel would have a heart to fear and obey him always for their lasting good. The problem is not the law but the human heart.
Overview
God's yearning, 'Oh that there were such a heart in them,' exposes Israel's deepest need: an inward inclination to obey. The law cannot create the heart it requires. This longing is answered in the new covenant, where God gives a new heart and his Spirit to those in Christ (Ezekiel 36:26-27).
