Quick answer
The God who calls believers is faithful and will certainly accomplish the sanctification just prayed for.
Overview
Paul grounds his confidence not in the believers' strength but in God's character: the one who effectually called them will surely complete His work in them. This is the assurance of perseverance, that God finishes what He begins (Philippians 1:6). The believer's hope of being kept blameless rests on divine faithfulness secured in Christ.
