Quick answer
The city was to be devoted to destruction for Yahweh, but Rahab and her household would be spared for hiding the spies. God's judgment fell on Jericho while mercy preserved the believing.
Overview
Jericho was placed under the ban, wholly given over to God as the firstfruits of the conquest and an act of His righteous judgment on Canaanite wickedness. Yet Rahab, a Gentile prostitute who trusted God and sheltered His messengers, was rescued. Her salvation amid judgment beautifully pictures God's grace reaching even outsiders through faith, and she is later named in the line of Christ (Matthew 1:5).
