Quick answer

The Lord answers that He will plead Zion's cause, take vengeance for her, and dry up Babylon's sea and fountain. God Himself becomes the advocate and avenger of His people.

Overview

In response to Zion's plea, God promises to act as her defender, drying up the waters (the Euphrates and her water sources) that gave Babylon life and security. The God who pleads His people's cause is their advocate against every oppressor. This advocacy finds its fullest expression in Christ, who pleads for His people and secures their final vindication.
