Quick answer
Draw near to God and he will draw near to you, with cleansed hands and purified hearts. Repentance turns the whole person back to God.
Overview
James promises that those who approach God find him near, while calling for repentance in both deed (hands) and inward affection (heart). The terms sinners and double-minded recall earlier warnings against divided loyalty (James 1:8). Such drawing near is possible because Christ opened the way to God, and the cleansing James commands is ultimately granted through him (Hebrews 10:22).
