Quick answer
God tells His people not to fear, for He alone foretold these things and there is no other God or Rock. It assures believers there is no rival to the God who keeps His word.
Overview
Because God has reliably declared the future in advance, His people have no reason to be afraid. He affirms emphatically that He knows no other God or Rock besides Himself. This solid foundation of the only true God is the same Rock on which Christ builds His church.
