Quick answer
The ark contained only the two stone tablets Moses placed there at Horeb, the tablets of the covenant. The law God gave at Sinai lay at the heart of the temple.
Overview
At the center of Israel's worship rested the tablets of the Ten Commandments, the terms of God's covenant made at Horeb after the exodus. This grounded the temple in God's redeeming acts and His holy law. The law within the ark, covered by the mercy seat, foreshadows the gospel: God's righteous standard met by His provision of atonement, fulfilled when Christ kept the law and bore its penalty for us.
