Quick answer
Because of such cruelty God declares He will no longer pity the land's inhabitants but hand them over to one another and to their king, with no rescue. It matters because persistent hardness eventually meets God's withdrawal of restraining mercy.
Overview
As a consequence of the flock's exploitation and refusal to repent, God removes His protective pity and gives the people up to mutual strife and oppressive rule. The judgment is largely self-inflicted—delivered 'into his neighbor's hand'—and final ('out of their hand I will not deliver them'). This sobering picture echoes the wrath revealed when God 'gives up' a rebellious people (Rom. 1:24), and underscores humanity's need for the Shepherd's mercy.
