Overview

Paul identifies the objects of mercy from v. 23 as us, the called, drawn not only from the Jews but also from the Gentiles. This is the heart of his answer to Israel's unbelief: God is gathering a people from every nation. The inclusion of Gentiles fulfills the promise to Abraham and shows that God's electing mercy creates a new, worldwide people of God, which Paul confirms by Scripture in the next verses.
