Quick answer

Only Caleb and Joshua were exempted because they followed the LORD completely. Wholehearted faithfulness sets them apart as the exception to the judgment.

Overview

Caleb and Joshua alone were spared the sentence because they trusted God fully when the others did not. Their faithfulness amid a faithless majority models the perseverance Scripture commends. They foreshadow the faithful remnant and ultimately Christ, the one who followed the Father completely and so secures the inheritance for His people.

Christ at the center

In the wilderness Christ is the water from the rock, the bronze serpent lifted up that the dying might look and live (John 3:14), and the star and scepter that Balaam saw rising out of Jacob.
