Quick answer

God told Moses these offering laws would apply when Israel entered the land He was giving them. The command itself reaffirmed the promise of entering Canaan.

Overview

By prefacing the laws with 'when you have come into the land,' God assured the people that the inheritance was still certain despite their failure. The promise was tied to His gift, not their worthiness. God's faithfulness to His covenant outlasts the unbelief of any single generation.

Christ at the center

In the wilderness Christ is the water from the rock, the bronze serpent lifted up that the dying might look and live (John 3:14), and the star and scepter that Balaam saw rising out of Jacob.
