Quick answer
In Zerubbabel's and Nehemiah's days all Israel gave the daily portions to the singers and gatekeepers and set apart what belonged to the Levites and priests. It matters because the whole nation faithfully supported God's appointed servants.
Overview
The people consistently provided the prescribed portions, and each order set aside what was due to those above them, down to the sons of Aaron. This ordered generosity sustained the entire system of worship. Such faithful, communal provision reflects a people devoted to God, anticipating the church's care for one another and for those who minister Christ's gospel.
