Quick answer

The remaining Israelites, priests, and Levites lived throughout Judah's towns on their own inheritances. God restored his people across the whole land, not just the capital.

Overview

While many settled in Jerusalem, the rest of the people occupied their ancestral lands throughout Judah. Each dwelling 'in his inheritance' fulfilled God's promise to return his people to the possessions he had given them. The restoration thus reached the whole land, showing the breadth of God's covenant faithfulness.
