Quick answer
The second lot fell to Simeon, whose inheritance lay within the territory of Judah. This tribe's portion was carved out of Judah's large share.
Overview
Simeon received its inheritance inside Judah's borders, an unusual arrangement explained later as due to Judah's portion being too large. This fulfilled Jacob's prophecy in Genesis 49 that Simeon would be scattered in Israel, a consequence of earlier violence. Even in this scattering, God provided Simeon a place, showing His mercy and His sovereign weaving of prophecy and provision into the inheritance of His people.
