Quick answer
Many rulers actually believed in Jesus but kept silent for fear of being expelled from the synagogue. It exposes the danger of a faith too timid to confess Christ openly.
Overview
John notes a hidden, fearful faith among the Jewish leaders, suppressed by social and religious pressure from the Pharisees. While their belief was real in some sense, their refusal to confess Him publicly fell short (cf. Rom 10:9-10; Matt 10:32-33). The verse warns that fear of man can stifle the open allegiance Christ calls for.
