Quick answer
Land on both sides of the holy district and the city is assigned to the prince.
Overview
The prince's territory flanks the sacred portion and the city, giving him a defined, bounded inheritance. Setting clear limits on the ruler's land curbs the abuses of power Israel had suffered. This ordered provision prepares for the next verse's call to just leadership, ultimately realized in Christ the righteous King.
