Quick answer
God promises that Israel will leave with favor in Egyptian eyes, not empty-handed. The freed slaves will depart with provision.
Overview
This fulfills God's word to Abraham that his descendants would come out of bondage with great possessions (Genesis 15:14). The plunder is a kind of back-wages and a sign of God's vindication of His people. God not only delivers but provides, turning the oppressors' wealth into His people's blessing.
