Quick answer

These blessings come if they obey and turn to God wholeheartedly. Wholehearted return to God is the condition of covenant blessing.

Overview

Moses ties the promised blessings to obeying God's voice and turning to him 'with all your heart, and with all your soul.' The repeated call to whole-souled devotion stresses that God seeks the heart, not mere outward compliance. This anticipates the gospel summons to love God supremely, made possible by the new heart he grants.

Christ at the center

Moses promised a Prophet like himself to whom Israel must listen (18:15); Jesus is that Prophet, the one who keeps the covenant we broke and becomes the curse for us by hanging on a tree (Gal 3:13).
