Quick answer
All heaven and earth belong to the Lord, the Creator and owner of everything. His universal ownership grounds His right to command and His grace in choosing Israel.
Overview
Moses lifts Israel's eyes to God's cosmic sovereignty over the highest heavens and the earth with all it contains. Because everything is His, God owed Israel nothing, making His covenant love pure grace. This sovereign Creator is the same God who, in Christ, reconciles all things to Himself.
