Quick answer

Those enemies did only what God's hand and plan had foreordained. The crucifixion fulfilled God's sovereign purpose even through wicked human actions.

Overview

This verse holds together divine sovereignty and human responsibility: the rulers freely sinned, yet accomplished what God had ordained. The cross was no defeat but the center of God's eternal plan of salvation. This is a profound truth of the Reformed tradition, that God sovereignly works through even sinful human choices to fulfill his purposes. The greatest evil became the means of the greatest good.

Christ at the center

Acts is the risen Christ continuing his work by the Spirit through the church, as the apostles preach that there is salvation in no other name under heaven.

How Acts 4:28 points to him is part of the one story that runs through all Scripture — meet Jesus at the heart of the web, or follow a trail that traces him from Genesis to Revelation.
