Quick answer
Because God is just, he will repay those who afflict his people. Final justice belongs to God, not to the persecuted believers themselves.
Overview
Paul affirms that God's righteousness guarantees a just reckoning: oppressors will receive what their deeds deserve. This frees believers from vengeance and bitterness, entrusting judgment to the One who judges rightly (Romans 12:19). It is sobering, yet it is part of the comfort of knowing God will set all wrongs right.
