Quick answer

Solomon asked God to hear from heaven, forgive, and deal with each person according to his ways, since God alone knows every heart. He grounded just dealing in God's knowledge of hearts.

Overview

Solomon appealed to God, who alone searches every human heart, to forgive and to render to each according to his true condition. This affirmed God's perfect knowledge and impartial justice. The God who knows all hearts is the one before whom we stand, and in Christ he both judges righteously and offers mercy to the repentant.
