Overview
Israel had failed to fully drive out the Amorites, Hittites, Perizzites, Hivites, and Jebusites as God had commanded. Their continued presence was a standing reminder of incomplete obedience. Solomon now organized these survivors into a labor levy, a practical solution that nonetheless grew out of Israel's earlier disobedience and would have spiritual consequences as foreign peoples and gods remained among them.
