Nevertheless he who stands steadfast in his heart, having no necessity, but has power over his own will, and has so determined in his heart that he will keep his virgin, does well.

Paul commends the one who, having genuine control over his desires and no pressing necessity, chooses to remain (or keep the one in his charge) unmarried. The emphasis falls on freedom and steadfast resolve rather than constraint. This balances the previous verse: marriage is good and proceeding is fine, but so is a settled, uncoerced decision for singleness in service to the Lord.
