Quick answer

God judges outsiders, while the church must remove the wicked person from among them. It matters because purity within the body requires decisive action against unrepentant, open sin.

Overview

Paul concludes the discipline section by entrusting outsiders to God's judgment and quoting Deuteronomy's repeated command to 'purge the evil from among you.' The church, as God's covenant people, must expel the unrepentant offender. This both protects the community and, with the earlier verses, seeks the sinner's ultimate restoration through sorrow that leads to repentance.
