Overview
Turning from Gentile inclusion to Israel, Paul quotes Isaiah 10:22 to show that Scripture itself foretold that only a remnant of Israel would be saved. The mass of the nation may reject the Messiah, yet God preserves a believing remnant, just as in the prophets' day. This explains Israel's present unbelief without overturning God's faithfulness, a theme Paul develops fully in chapter 11.
