Quick answer
God justifies the ungodly who simply trust him, crediting their faith as righteousness. Salvation is for those who stop working and start believing.
Overview
In striking contrast to the worker of verse 4, Paul says God 'justifies the ungodly' on the basis of faith, not works. This is the heart of grace: God declares righteous those who have no merit of their own but believe in him. It is the clearest possible statement that justification is a gift received by faith, fulfilled in Christ who died for the ungodly.
