Quick answer

The beast 'was, and is not, and is about to come up' then go to destruction, a sinister parody of God who is and was and is to come. Its doom is certain.

Overview

The phrasing mocks the eternal living God by imitating His self-description, marking the beast as a counterfeit. Its rise impresses the world, yet its destiny is destruction. Only those whose names are written in the Lamb's book of life are not deceived, underscoring that election and grace, not human cleverness, guard against being taken in by evil's appeal.

Christ at the center

Revelation ends the story with the slain-yet-standing Lamb who is worthy, the Lion of Judah, the Alpha and Omega, the returning King who makes all things new and dwells with his people forever.

How Revelation 17:8 points to him is part of the one story that runs through all Scripture — meet Jesus at the heart of the web, or follow a trail that traces him from Genesis to Revelation.
