Quick answer
Even while still eating, the people did not turn from their cravings. Indulgence had not changed their hearts.
Overview
With food still 'in their mouths,' they remained captive to their cravings. The verse shows that satisfying the appetite did not satisfy the soul or produce repentance. It illustrates the spiritual danger of pursuing desire as an end in itself, the opposite of the contentment found in trusting God.
