Quick answer
God's word is forever settled and fixed in heaven. Its permanence stands above all earthly change.
Overview
Opening the LAMED stanza, the psalmist turns from his troubles to the unshakable stability of God's word, established in heaven beyond the reach of time. Whatever changes on earth, God's word endures, anchoring the believer's hope in something eternal. Jesus affirmed this when He said heaven and earth would pass away but His words never would (Matt. 24:35; 1 Pet. 1:25).
