Quick answer
Blessed is he who comes in the Lord's name; blessing is pronounced from God's house. It matters because it greets the one God sends, ultimately the Messiah.
Overview
Originally a priestly welcome to worshipers approaching the temple, this blessing was sung over Jesus at his entry into Jerusalem (Matt. 21:9; 23:39). He is supremely the one who comes in the Lord's name. The verse thus heralds the coming of Christ, blessed and sent by God to save his people.
