Quick answer
The priest puts blood on the horns of the burnt-offering altar and pours the rest at its base. Blood, representing life given up, makes atonement.
Overview
For the ruler's sin the blood is applied to the outer altar rather than carried into the Holy Place, a lesser degree of defilement than the priest's or community's sin. The blood on the horns and at the base shows atonement accomplished at the place of sacrifice. 'Without shedding of blood there is no remission' (Hebrews 9:22), fulfilled finally in the blood of Christ.
