These towns are also recorded in the parallel allotment of Simeon within Judah's territory (Joshua 19). Simeon's portion lay inside Judah's, fulfilling Jacob's prophecy that Simeon would be scattered in Israel (Genesis 49:7). Even such scattering served God's larger plan for His people.
