Quick answer

Everyone who calls on Yahweh's name will be saved, with deliverance found among the remnant He calls. Salvation is freely offered to all who call on the Lord.

Overview

At the climax of the promise, Joel declares that calling on Yahweh's name brings salvation, with a delivered remnant whom God himself calls. Paul applies this directly to the gospel, that all who call on the Lord, Jew and Gentile alike, will be saved (Romans 10:13). This verse is the evangelical heart of Joel, fulfilled in Christ, whose name is the one by which we must be saved (Acts 4:12).
