Quick answer
Joel summons the elders and all the people to pay attention to an unprecedented disaster. The unique severity of the event signals that God is doing something they must not ignore.
Overview
The prophet calls the whole community, beginning with its leaders, to consider a calamity unlike anything in living or remembered memory. By appealing to the fathers' days he underscores how extraordinary this judgment is. Throughout Scripture God uses uncommon events to awaken His people to repentance, pressing them to reckon with His hand at work.
