Quick answer

The new covenant will not be like the Sinai covenant, which Israel broke despite God's faithful husband-like love. It exposes the failure of a covenant dependent on human obedience.

Overview

God recalls the exodus and Sinai, where He bound Himself to Israel as a husband, yet they violated the relationship. The old covenant was not faulty in itself but was broken by a sinful people; the new covenant will provide what the old could not. The phrase 'although I was a husband to them' (or 'though I was their master') reflects God's covenant love, fulfilled in Christ the faithful bridegroom of His people (Eph. 5:25-27).
