Quick answer
God calls the heavens and earth to bring forth righteousness and salvation, picturing redemption as a gift descending from above.
Overview
Using the imagery of rain causing the earth to sprout, Isaiah portrays salvation and righteousness as God's own creation, poured out from heaven. It is wholly God's gift, not human achievement. Christians have long heard in this an Advent longing — 'let the skies pour down righteousness' — fulfilled when the Righteous One came down from heaven.
