Quick answer
God promises to sow His people in the land, to show mercy to those once denied it, and to call 'not my people' His own. The judgment-names of chapter one are fully reversed.
Overview
Here Lo-Ruhamah becomes 'one who has obtained mercy' and Lo-Ammi becomes 'my people,' completing the reversal of the children's names. The mutual confession, 'You are my people' and 'My God,' restores the covenant relationship in full. Paul and Peter quote this verse to describe how God, through Christ, calls a people for Himself from both Jews and Gentiles, those who once had no claim now receiving mercy and belonging.
