Quick answer

God took no pleasure in burnt offerings and sin offerings in themselves. External sacrifices were never what he ultimately sought.

Overview

Continuing Psalm 40, the verse stresses that God did not delight in the sacrifices apart from the obedient heart they were meant to express. The ritual without true devotion fell short. This prepares for Christ, whose perfect obedience is the offering God truly desires.

Christ at the center

Hebrews is sustained worship of Christ: better than angels, Moses, and the priests; the great High Priest after Melchizedek who by one sacrifice perfects forever those he saves.

How Hebrews 10:6 points to him is part of the one story that runs through all Scripture — meet Jesus at the heart of the web, or follow a trail that traces him from Genesis to Revelation.
