Quick answer

It is simply impossible for the blood of bulls and goats to take away sins. Animal sacrifice could never accomplish real atonement.

Overview

The author states plainly the inherent limitation of the old sacrifices: animal blood cannot remove human sin. These offerings had real value as God-given pictures, but they pointed beyond themselves. Only the willing self-offering of Christ, true man and sinless, could actually take sin away.

Christ at the center

Hebrews is sustained worship of Christ: better than angels, Moses, and the priests; the great High Priest after Melchizedek who by one sacrifice perfects forever those he saves.

How Hebrews 10:4 points to him is part of the one story that runs through all Scripture — meet Jesus at the heart of the web, or follow a trail that traces him from Genesis to Revelation.
