Quick answer

Despite every loss, Habakkuk declares he will rejoice in the Lord and be joyful in the God of his salvation. It is a triumphant confession of faith that finds its joy in God alone.

Overview

In direct response to the devastation of the previous verse, the prophet resolves to rejoice not in circumstances but in the Lord Himself. He calls God the 'God of my salvation,' grounding his joy in God's saving character rather than in earthly blessings. This is faith's highest expression, treasuring God above all His gifts, and it points to the fullness of salvation and joy found in Christ even amid suffering.
