Quick answer
God declares Himself against Mount Seir and will make it a desolate waste. Edom faces the same judgment it gloated over for Israel.
Overview
'I am against you' is the formula of divine judgment (cf. 34:10). God will stretch out His hand—an image of decisive, irresistible action—to make Edom 'a desolation and an astonishment.' The very desolation Edom rejoiced to see in Israel (35:15) will fall on Edom itself. This embodies the biblical principle that God repays scorn against His people.
