Overview

The flock's scattering pictures Israel's exile and dispersion, the direct result of leaders who abandoned their charge. 'No shepherd' recalls Numbers 27:17 and Jesus' compassion for crowds 'harassed and helpless, like sheep without a shepherd' (Matt. 9:36). The verse shows that the people's suffering, while not excusing their sin, was deepened by their leaders' failure.
