Quick answer

God will gather His people from the nations and bring them home to feed and flourish in their own land. Restoration follows rescue.

Overview

The promise of regathering 'from the peoples' and 'from the countries' looks beyond the return from Babylon to the full ingathering of God's people. He will feed them on Israel's mountains, by streams, in fertile places—imagery of provision and rest. This anticipates the spiritual gathering of the flock under Christ, who brings 'other sheep' into one fold (John 10:16).
