Quick answer
God declares He will utterly overturn the kingdom until the one comes whose right it is to rule, to whom He will give it. This points beyond the fallen monarchy to the Messiah.
Overview
The threefold 'overturn' stresses the completeness of judgment on Judah's throne, which will be 'no more' for a season. Yet the words 'until he comes whose right it is' echo Genesis 49:10 and look forward to the rightful King. Christians have long read this as a promise of Jesus Christ, the true heir of David's throne (Luke 1:32-33).
