Quick answer
You shall not blaspheme God nor curse a ruler of your people. Reverence for God and respect for lawful authority are commanded together.
Overview
This law links honoring God with honoring the leaders He has appointed, guarding both true worship and ordered society. Paul appealed to this very verse when he had unknowingly spoken against the high priest (Acts 23:5). It teaches respect for God-given authority, supremely fulfilled in Christ, who submitted to the Father and to earthly powers in His suffering.
