Quick answer

Moses directs that men, women, children, and resident foreigners all be assembled to hear and learn the law, that they may fear God and obey. It matters because the whole community, not a select few, is meant to know God's word.

Overview

The inclusion of every group, including non-Israelite sojourners, shows that knowledge of and reverence for God was meant to be comprehensive and welcoming. Hearing leads to learning, learning to fear, and fear to obedience, a chain that shapes a covenant people. The breadth of this gathering foreshadows the gospel's reach to all peoples, as God's word is now proclaimed to every nation in Christ.

Christ at the center

Moses promised a Prophet like himself to whom Israel must listen (18:15); Jesus is that Prophet, the one who keeps the covenant we broke and becomes the curse for us by hanging on a tree (Gal 3:13).
